Q: How to reset the temperture ?

Push the up arrow (button) for increase in set point and the down arrow (button) for a decrease in set point. Goes in one degree increments.

Q: Set hi low limits … and a desired temp of 60 is blowing cool air but display not going down in temp?

It could be a number of reasons but unfortunately I cannot provide a reliable answer from far away.

Q: Does this work to replace psd0101bf?

The PSD011B would be an adequate replacement for the PSD010BF

Q: How do you change the batteries on this unit?

The thermostat should open by pressing up on a latch/tab on the bottom of the unit while you pull it away from the wall. The batteries are on the back of the thermostat once you remove it from its back plate. The thermostat requires 2 AA alkaline batteries. Preferably Duracell or Energizer.
