We never played with this toy in water but my assumption would be no they probably won't float. The fish/jellyfish/puff fish are solid pieces. But it's a great toy. My son loves this and has had his for about a yr. Good quality and super fun!

How small are the little fish? I'm worried they'll get lost in the pool.

We did have a problem grabbing the fish

Is this good in a sandbox for grabbing sand?

yes - but mostly kids just love to do the lobster grab to each other ! so much fun and laughs
