Is this waterproof enough to be next to a sink?

Yes. The splashed water has no effect on it, but do not soak it in water.

Can it be installed on the floor of Deck (ie rain, snow, etc)?

althoughit states water proof and a nice tight fit theres no gasket to keep out rain or snow

is the GFCI part replaceable, is it a standard size?

I think it is standard size but I do not believe there is any way to replace the guts.

If i install upside down under a overhang in a house. It will probably get less water than on a kitchen counter. Will it work and still clos upside

Mine is installed at the far end of a granite topped island, there is no water close to it. Look at the sliding mechanism to determine if it will work for your purpose. It's kind of a 2 step process. If you can manipulate it might work. I have no experience with working it upside down.
