Can it be under pressure before the float valve.

I would suspect it would leak, as the seals on the drain tap and valve, and on the hose connectors, are probably not designed to cope with the higher pressure.

Can the dilution rate be changed? If not I would like to know what the fixed dilution rate is.

The rate will be changed easily with a valve inline to the unit. The dilution rate will be directly affected by the flow and pressure which can be controlled by an inline valve. I have done this with very good results.
