It means there are 20 little packets of ginger drink in each bag. So, if the ad is saying "2 bags", there should be 40 little packets total.

Is there caffeine in it?

No caffeine, but ginger can act as a stimulant. If I have more than one packet in the afternoon, I have trouble sleeping that night.

What are the ingredients?

It's a drink and I should have known better. It had fructose as one of the ingredients as most drinks do. I will not be ordering this product again. It had an after taste. I usually buy the Honsei Ginger Honey tea, which does not have fructose as an ingredient. I will stick with this one!
