I have a ROG 17” laptop and it fits perfectly.

Q: Does anyone know what are the loops in the tip of the straps for?

So you can stick your finger in them to pull the shoulder straps tight. I would say they also prevent the straps from backing or falling out of the buckle.

Q: Will the small tool compartment hold wrenches

Kind of depends on the size and quantity you're looking for. What I can tell you is I have a pair of lineman's pliers and two multi-tip screwdrivers in mine and the slots work for that. But if you're trying to fit 5 or 6 wrenches ranging in size from 3/8 to 9/16 you might have trouble fitting. And they each wouldn't have their own slot.
