Q: How do you get it to lie flat,

I found it naturally went flat after a few days. My big problem is that it ‘walks’ as I have it on a carpet to protect the carpet from the dogs. Every time the dogs or the humans step on the covering it moves and I am now like a jack in the box. Down to move it back and up again.

Q: Is it safe to use on the stairs

I would say definitely not. We found it did not grip the carpet it was on and moved about and the edges themselves were slippery. I don't think it is designed anyway to be used on stairs but, whether it is or not, it would not be safe in my opinion. In fact we returned the roll that we bought for use in the hall because we felt it was potentially dangerous, even on a flat surface.
