No. Even if you could physically force the floppy power connector onto a fan header, the pinout is not compatible. The power and ground sources are on different pins.

No it’s not for a video card. The small connector is for the old floppy disk .100 connector.

Can the 4-pin also be pluged into a 4-pin fan header?

I do not believe the connector will mate up with the fan header. also, the opposite end is a molex male connector so I dint think the fan control will have enough amperage to run anything other than a fan. unless you were to cut off the end and attach it to something else that was extremely low amperage.

Can I use this adapter for my PC molex fans and thus be able to control them from the motherboard? at least the rgb?

No. The small end of this cable is for floppy power, which is not wired the same as a fan header on a motherboard. The +5v/+12v power sources are on different pins.
