Does it help to stop the eyes from watering?

These wipes are intended to improve eyelid hygiene. If you have blepharitis or some other problem that is causing your eye to water, you might see an improvement if you combine using the hot eye compress with massage and eyelid wipes, but the wipes on their own will not stop your eyes from watering I don’t think.

why not simply wash face with soap and water?

There is a condition called Blephritis where eyelids itch and go red and soap and water irritates it. These wipes soothe it and help it heal.
