Is this litter at all dusty?

I don't think it was. It's been a while since I used it all and I've used several other kinds since then and none of them I've used lately were Dusty

Is there an inner seal (peel off) under the white screw type top?

I haven’t used this litter in some time, but I don’t recall an inner seal.

Does this 15 lb container really use the same amount as the 20?

Yes I believe so. I have several litter boxes to clean and I used this one in 2 of them. It seems to go about as far as the 20# which I have a hard time handling now due to old age, arthritis and back issues. However, I think this one in the green container is dustier than the Cat's Pride in the white container, with the yellow kitty on the front picture. The one I ue is the lightweight one.
