Can these be double sleeved?

Yes, as the outer sleeve. I have been able to double sleeve with all my Dragon Shields (including clear sleeves) when using the KMC perfect size sleeves as inner sleeves.

Will Android: Netrunner cards fit into these fine?

Yes. In fact after trying a few different sleeves, I would recommend nothing else. These are so perfect and durable. Just make sure to get blue and red for the corps and runners, respectively. :)

Do they fit snugly in an ultra pro 9 pocket page?

If you want the best types of sleeves the best ones if you have to you binder then the black back round side loaded 9 pages just looked up the nicer brand for nice ones but they are way better then the clear top load ones I would stay away those type of pages another recommendation is to buy the folder type not the D ring binder top decks are the best but are $$$ also have a top loader Version which is the best thing ever but if you don’t want to spend the money they make cheaper ones like the vaultx also all of the have the zipper type trust me if you have a lot of D-ring binders full of cards and you got a none D-ring side loader that zipps you will Be wanting to change your whole set up i just started to switch one and it take forever lol I am very overboard with my card safety i Normally double sleeve then card savers 1’s with mag bags over but didn’t wanna use so many of them so I thought I’d try the binder first started with ultra pro top load clears now they sit empty wasting away lol and double sleeving the the dragon shields 4 sided inner sleeves fit like a glove in the clear dragon deck sleeves and there thick and you never have to Worry about a card lieing out of the sleeve won’t move that and in a side load zip binder is far better then most ways if you want the best and clean look the topdeck toploader binder are far superior then anything else
