Powder. Taste is ok but convenient. Hiking ok.
It’s powder. It tastes ok, but it does serve its purpose well for traveling or hiking. Creates small amount of trash if packing out trash. Took into the sierras for 6 day hiking trip. No issues.

disappointed
I ordered several boxes of these packets. 11 I believe. I was so disappointed that some of the packets had holes and there was coffee mate in the entire box. I have ordered this product before without any problem.

Excellent. Just like the big box tastes. The packers are kinda small so I need 2 in my coffee but I guess that's good to match everyone's preference.
