can anyone with with a key, say they have the same shackles, remove these, or are the keys each unique?

Yes if someone else has a set they can remove yours. A lock is just to keep an honest man honest, it won't stop a thief.

What is the outer layer of this shackle made of? I read in the description that there is two layers.
