I would go with the 12-18 month size. 8 got the 24 month for my 2.5 year old and it was a bit too roomy and long, which worked since we did Halloween in cold New England, but they are very true to size with a bit extra.

Get a bigger size

Got a 6-12 month size but it’s too small even for my 5-month-old, who is quite average in size. The costume is tiny, but the hat and the booties are huge and wouldn’t stay on. Adorable, but couldn’t use it unfortunately.
