Does this use a kick stand to make it stand in its own or another mechanism? Is it easy to tip over if it’s standing in its own? Thank you.

Yes it has a kickstand that locks open. I wouldn't trust it not to fall over if your babies feet touch the ground.

Do the child’s legs have to be outside of the carrier, or can they be within the bottom out of the weather?

The child's legs may be out side of carrier. The only real restriction is making sure that when adjusting carrier that your child's stays level to the neck pad.
