Regrets, I have a mix of hunter and rain bird heads. Works only on the hunter segment

As far as the white colored tool here, does one of the finger circles turn the top of the rotor to increase/decrease radius?

Yes. The one circle has prongs the lock into the grooves on some brands of pop up sprinkler heads (like Hunter) and turn them to increase or decrease the radius.
