Any female-gender garden hose-type connector has a o-ring gasket in it, and you need to replace it once every few years or when it leaks. Most hardware stores carry the replacement gaskets and they are pretty cheap, several pieces a dollar and it is very easy to replace it.

Regulating your water won't help. You'd have to take that up with management about the sprinklers.
