what is the diameter of the ring and how far does the base comes out of the wall?

The diameter is 7" inches and the base extends 2 1/4" inches from the wall.

does a bath towel fit through it ?

Yes - I just tried it, and there seems to be plenty of room. I think it might not be appropriate if you have the bath "sheets", but regular size towels are good. And it doesn't look weird - the loop circumference is just the right size for both hand towels or bath towels.
