The lines are usually wrapped with an insulative material (such as rubber insulation) and then the tape is applied over the insulation for an additional layer of protection against the elements, vermin, etc. Local building codes may dictate that outdoor line sets are encased in a hard plastic covering, instead of being wrapped with tape, so please be sure to check your local building codes to ensure compliance.
