Is it easy to empty and clean?

I find it easy to empty. the top half lifts off and holding from the bottom tip it out.mine is under cover so doesn't get wet, so just needs a cloth and soapy water to clean.

How big is the cigarette compartment, is it suitable for outside?

It stands about 70cm tall the cigarette compartment is 10cm in diameter and 6cm deep. I use it outside but it has started to rust after about 1 year but I could probably clean that up with a bit of metal polish.
