Does the height specified include the wheels

I've just measured the height of my filing cabinet and it is 71.5cm which includes the wheels. I have been very pleased with the quality of this product.

Has the top drawer got filing bars like the bottom

Yes, it has one bar across the middle. The one bar is adjustable along the length of the draw.

Is this pretty strong? looking to put a tower computer on top which is quite heavy.

I would yes, these are really sturdy/good quality. We have them in our Manchester office and my team quite often use mine as a chair/stool when they come over for a chat! (Theres no buckling or dipping)
