Why is this advertised as 2 bags if it is in fact only ONE bag?

I no longer sell it but it was always a 2 pack when I did .

Does this product have a risk of mites or other bugs i should be aware of?

Yes. It definitely does get mites and springtails fairly fast! In 4 months itl be packed with them!!... been using this product for over 20 years

How many oz would I need for a 20 gallon tank?

Depends how deep you want it but I think 2 or 3 bags. Three to be safe.
