Is this capable of downscaling 4K to 1440p with a 4K 60hz dummy plug in the first output and 1440p monitor in the second out?

1080p is what's supported haven't tested at 1440p but it's got pretty good smarts inside.

If i want to send a 4k hdr/dolbyvision signal into the splitter, can i have one output be unaltered (4k+hdr) and the other be 1080p with no hdr?

Yes, I just tested this with a 2080 ti to the device, and then out to my 4k hdr monitor on output 1 and to my 1080p projector on output 2. It works fine in RGB limited and full. Keep in mind the signal to the non-hdr display will be a "flat" / "raw" color profile. So it won't look very good without serious tweaking on the secondary device, but it does work.
