Is there a filter screen?

Yes, the unit I got had a very fine fuel screen., that fit in the throat of the funnel.

Could someone measure the diameter of that little vertical section at the very top of the spout, where it meets the bottom of the funnel proper?

Smallest part looks to be 1 1/4 very bottom. Inside funnel about 2 inches on vertical part. Outside of funnel about 2 1/4
