Q: My gaccia instructions say to use milk circuit cleaner (philips). is this the same?

It is the same. I have a Gaggia & this is what I use.

Q: How do you use this cleaner with a classic milk frother like on the Philips Carina?

I do not own or know about the Philips Carina. From my experience with a Phillips Saeco Xelsis, which I learned from the owners manual and web site video demonstrations, , there is a process of filling up the milk container with 500 mg of water and mixing the Circuit Cleaner Power in it, and run the milk cleaning cycle; which then requires rinsing with 500 mg of clean water. I do this every 4 weeks. I would expect something similar with the Philips Carina.

Q: Can this be used on a Gaggia machine?

This is meant to be used with a milk system that is removable. If your machine has a removable milk carafe, it should be fine.
