Yes, it rolls over grass and gravel.

Q: Would this hold a portable generator that is very heavy to move around?

It holds up to 1100 pounds- we use it for pallets of batteries. I would think it would hold a generator. I don’t know how much your generator weighs?

Q: Can this be left outside in all weather?

I wouldn’t because of it being all metal. I would think it would rust with the rain. I would suggest an all plastic one if you need it to constantly be outside.

Q: Does the brake lock the wheel from moving and you can let go?

Yes. There is a lock on two of the wheels. You have to press the lock “on” with your foot on each of the wheels. It does not automatically lock. You then need to unlock each of the two wheels again to let it move.
