Q: Can this be used when the top is off? And will it stop someone from being able to reach into the back and take something when the top is off?

It can be used with the top off, and it doesn’t stop anyone completely from reaching into the back but it does provide a much higher level of protection from exposure. There is a narrow gap between the seat and the rack and also between the rear gate and the rack. You would have to unbolt and remove the rack to reinstall the rack when you reinstall the top. The rack uses the bolts that hold the top on.

Yes, you do. The shelf sits on the top of the Modular top. Although it easy an easy task, def. a 2 person job due to the weight of the cargo shelf.

Sorry, this only fits for Bronco 4-door hardtop models.
