Q: Is the battery replaceable?

I haven’t taken it apart, but judging by the casing, it appears that it’s powered by a rechargeable 18650 li-ion battery.

Q: Why does my light change brightness levels on it’s own? No I have not come close to touching the buttons when it changes.

When the battery is starting to lose its charge its gets dim

Q: does it come with charging cable?

It comes with a short USB cable but no adapter to plug in the outlet. However it will work with most any AC adapter for USB cables.
