You could glue it down. I have one and I used duct tape to tape it to the floor. I also heard that someone used a weight from a set of workout weights. That would probably work as well.

Yes it stops. Although you’re not really going to need it to light up. The moment you make contact with the pole it moves. I see that before I see it light up. The only thing you may need to do is add weight to the base so it doesn’t move. I personally duct taped mine to the floor.

Check on line for the company or any hardware store would likely carry items that would work.
