I do not have the trouble you mentioned. Did you check the battery? It might be low.

Q: Anyone figure out how to change the volume? Doesn't seem like there is a way to do it, in spite of the package saying there is a way to control it.

I wouldn't; my son is 8 months. Once I received this item in the mail, I thought it was too basic so I returned it. Kids need to be stimulated. There are much better options out there for a 1 year old.
