Q: Does this fit a right-hand drive vehicle?

No. Just purchased this for a RHD BMW e46, only to find that the bottom piece is not symmetrical and does not fit a RHD car.

Q: How can I decide if need the 9310B or the 9313b and is the switches system the only difference?

That will depend on the the vehicle you be using this product on. I used it on a 2001 BMW 330I. No other differences. Once the install was complete, the new radio looked like OEM.

Q: I just want to move the ac controls. does this all have to fit together or can i just use the lower part for hvac stuff.?

I used this on a 2001 BMW 330I. I didn't have to move anything.
