No this is dry silver metal flake

Q: Can I sprinkle on top of wet paint by hand and then clear coat over top? I don’t own a sprayer. Or is there a rattle can product with flakes?

Technically you could sprinkle the flakes on top but the effect would not be as evenly dispersed as if it was sprayed.

Q: will it attract a magnet?

No it is made from aluminum and polyester.

Q: Would this work in implement paint to repaint a horse trailer?

Yes this will work in all types of paint but keep in mind will give the best effect when used with clear paints.
