Q: Is this hat AR 670-1 compliant?

No. The molle band is too high up (middle of the hat) and tgere is not enough room above it to place the rank. Company knows about it. Perhaps they will change it, i sent them the regs and mil spec docs on how a how weather hat should be.

Q: How well does this boonie protect the face and neck from the sun?

Based on my experience it prevents my face and neck from becoming sun burnt and also provides protection from insects such as ticks from inadvertently falling down my shirts collar..
