Q: How to make them sink

Just put them in tank and they'll sink after soaked.

Q: I have a 3.7g tank with 30 dwarf shrimp (mix of baby/juvenile. rcs & tiger shrimp). i'd like to use it as an additional snack. how many should i use?

I would add at least 15 or more base the number of shrimps and tank size. Also please notice that alder cones will release a lot of tannins and darken your water. So add only couple if you don't want your water to darken too much.

Q: how long can these be left in the tank before they should be removed?

Whenever there is no more substance for our little shrimpies to consume.

Q: Im setting up a new 20 gallon tank for fancy tail guppies and eventually shrimp, should i wait to add the alder cones after or at start up?

Because the cones will affect water quality by lowering your PH a bit, I would start right away to keep the water quality consistent. I would add one cone for 20 gallons of water.
