You are getting three as pictured.

Q: From the limited pics shared, these look baggy like pants where the cuff doesn't hug the ankle, not form-fitting like tights?

They are actually tights. That's why I sent them back. I wanted them to be loose and baggy (like in the photos) on my daughter.

Q: Why my product sent was not 100% cotton? The description stated these leggings was 100% cotton.

It might be an error. Mines 92% cotton. At least you dont have to worry about it shrinking.
