Pull it down from the top of its neck like any other umbrella

Not sure, guessing 3-4 lbs. it is well balanced and easy to use. Great sun blocking umbrella.

Q: How effective is this in heavy rain and wind?

I live in the desert, have not used this in heavy rain and wind. For sunblocking it works great. It is very well made.
