Q: Can this be played on a us ps3?

I played it on my US PS3 so the answer is yes, also keep in mind the game is in Japanese, circle button is confirm and cross is cancel(opposite from US)

Q: This game doesn't seem to work on my PS3 system, is there a reason why?

Game are a different story, PS3 games are not region locked and can be played on any PS3 console. Since most games run at 720P or high resolution you shouldn't have any problems concerning PAL or NTSC compatibility. This is not the case for Blu-ray movies that have Standard Definition PAL or NTSC features. The PS3 is not capable of converting PAL to NTSC or vice versa, so DVDs are also suspect to the limits of the region they were made in.

Q: what does cero b mean?

Ages 12+, it's just a Japanese ratings board.
