Q: I have the old version from OxO and hated it. Is this much better for people who had that one also?

I have nothing to compare to, so I can't give an exact answer. However, if you hate your item, you should not buy the same one again.

Q: Does this work well for mincing garlic?

The blades aren’t really close enough to easily mince something as small as garlic. You could try it. I think it’s better suited to mince larger items, like nuts.
