Q: Are these casters good for outdoors, such as for a cart that may see some rain? Or, are these casters only rated for indoors?

I would say these are primarily indoor

Q: I plan on using these heavy duty casters for an 4 foot wood work bench. Will they hold up?

I used mine on a combination Router Table. They are more than tough enough to carry the weight, and the all locks will securely hold the system motionless. I couldn't be more pleased with these casters.

Q: When you lock the casters does the swivel plate lock also?

Yes, it locks both the wheel from rolling and the swivel plate. It is stated in the picture and description where is says "Dual Safety Locking", that is what that means.

Q: What is the weight rating for the 2" casters?
