Q: I have a baby about to turn one and I'm wondering if this will fit her having velcro on the back? Her head size is 44.5 cm.

It managed to fit around my 52" head at the largest adjustment, albeit not comfortably, so I would say you'd be cutting it close. For now, the safer play would be going for another type of apparel. Besides, you'd be spending a lot of time putting that cap back on your 1-year-old's head.
