Q: What is the brand name?

Don't have a brand name. Been ordering on line for 10 years. It's all the same. Some is a heavier mill than others but makes no difference to outcome. I grow tomatoes in the shade and the reflected light off the red plastic helps. Most plants grow to over 8 feet tall. Some plants have had over 100 tomatoes.

Q: Does the water go through it?

Yes water will percolate down through the mulch, but you will have a much more efficient watering system, if you put drip watering around the base of your tomato plants and the red mulch covering your entire tomato bed!

Q: Can you put the plastic on after the tomatoes are established?

Yes, the red covering can be added anytime, depending on how much you need to make cuts to accommodate the plants. Or lay the plastic strategically. If you're placing it on dirt, you may need spikes or weights (bricks?) to hold it in place. I've used it for years under my huge tomato pots for the light it reflects and I believe it makes a difference. I don't need it for weed control, as my pots sit on a large driveway surface 20'x20'.
