Perfect fit!

Didn’t fit! Elastic broke!
I am a balloon artist I order and personalize these all the time! It had good reviews so I ordered it and personalized it. On the day of the event, it would not fit the measurements were triple checked and didn’t come close! Then the elastic in it ripped and I had to use safety pins to put it up! My customer was unhappy I was unhappy! Then Amazon refused to refund me, bc I couldn’t return the piece of junk! DO NOT BUY THIS!
