Q: Is the flap loose on the top of the lid where the sugar comes out? Mine is not a tight closure. Just wondering if it is suppose to be that way.

The flap is closed and flush with the surface of the lid when it's sitting upright. When you turn it upside down the flap swings open to allow the sugar to flow out. Then when you set it back on the counter the flap closes again. It's not a "tight closure" as it is on a hinge.

Q: Can you use this for powdered creamer?

The opening is a great size for granulated things, sugar, salt, granulated brown sugar... - it might even be better if the opening was a tiny bit larger. I'm not familiar with powdered creamer but if it flows very freely, I would think it would work. If powdered creamer clumps, maybe not. I'm not sure it would work well for cornstarch, for example. Hope that helps a little!

Q: dimensions seem wrong - 13.5" tall? 4.5" diameter?

It's like the old style coffee shop sugar container it's more like 5 1/2" tall and approximately 3 1/4" wide. It tapers up to about 3 "The only thing I don't like is when you unscrew the cap sugar goes everywhere. Open and fill it over the sink.
