Q: How would this tank work if worn under something? Would it be clingy or allow the outer top to flow nicely?

It's only clingy in the upper portion, then trapezes out in the abdomen area, similar to a maternity fit.

Q: How long are the arm holes?

I got 1XL and bra size 36D and my bra did not show. Came up to the perfect spot, not riding into my armpits or too low.

Q: Is the back also scooped? I have too many tanks that are high in the back and show above my blouse.

It's not especially high in the back but I'm not sure what you consider high. I would refer to the pictures. There is a view of the back.
