Keurig Brewed 3-tier K-Cup Storage Drawer - 36 Capacity

Hi, should the bottom drawer come all of the way out? Also, when I open the top drawer the bottom drawer opens. I think I received a defective one.

If laid on its side on a shelf, would the cups stay in when the drawer is pulled out?

Can this hold carafe pods as well?

Is this 36 cups or 54 cups? Both capacities are quoted.
