Q: Can this keep my knee from dislocating?

For normal usage of your knee this should do the job for you. My usage has proved beneficial for a torn medial meniscus which can cause a knee to give out.

Q: Measured knee and it was 17 inches, so will this be too small?

Worked for me with an 18 inch knee (100 lbs ago), enabled me to walk pain free and take off that 100 lbs- 3 yrs ago, took me 1 yr to loose 70 lbs and am still ambling down a pound or 2 each month.
