Q: Where does it state how many come in this order??

The item states pee pad "holder", so 1. If it says holders with a letter "s" in the end then you can assume theres more than 1.

Q: does this get an odor over time

each time you wash, finish with a spray coating of Simple solution enzyme cleaner- and let air dry. The enzymes will destroy traces of urine and odor. Or other enzyme cleamer, and if has mild surfectant (soap) that's ok but stay away from all variations with toxic chemicals in it like OXY cleaners so on... Simple Solution has 4-5 variations of the original which I would never use or leave a dry coating of under a wee pad (the spray bottles of variations look very similar). I refil the spray bottles from the gallon size. The original works by enzymes and mild surfectants.

I’d say you probably were sent the wrong product. Any pads that I have gotten are the exact size listed in the description.

Amazon has been blocking me on and off from reviewing lately too so there's something going on, maybe they're just trying to go through and weed out some of the fake reviewers. But anyway I didn't have a problem with the size, these fit the Kirkland puppy pads from Costco just as the listing claims.
