You get what you pay for
The instructions weren't great as they didn't explain it in order but luckily I figured it out along with some nut crackers to get the front bit loose. I didn't find the 4 screws for the bottom - they found me while I was sorting out how to assemble, I'm guessing they fell out of the hole in the back as you can see on the photo. Very cheap plastic, as for the tiny miniscule nut and screw to attached both guards to it took me some time but I did it. But hey it's working although it's not the smoothest I've seen fans rotate. It's really not worth the hassle to return it so I'm keeping it. 7/10
