Q: I’m 5’9 , 140lbs should I get the regular or tall? I don’t want it to be too long , like dragging on the floor .

I am 5’7 and I think the regular will be a good length on you unless you wear tall shoes.

Q: Is the color true navy? The description says navy but the color appearing in the picture isn’t navy.

No. I have washed and dried mine weekly now for several months. There’s no shrinking.
