Q: can this bar be cut so it is 2 inches shorter?

We can suggest using a hack saw with fine teeth. Areas of concern would include sharp edges, possibly crushing the bar and chipping the finish. Q: Will this mount to a door or best to mount into drywall?

Q: Are the dimensions wrong on here? It's a 24 inch towel bar but the dimensions only show it as being 20.22 inches?

You have pointed out an interesting point on the published dimensions, so I went and measured my towel bar. First, it is a 24” towel bar as the mounting centerline-to-centerline dimension IS indeed 24”. Second, the other dimensions are relatively unimportant to the consumer, but appear to be correct. Just disregard the 20.22” published dimension.
